Electronic Compliance and Approval Process (ECAP) and No-Cost Seminars on Electronic Information Resources

Overview
ECAP (Electronic Compliance and Approval Process) is a new electronic commerce project the Railroad Commission has been working on in partnership with the U. S. Department of Energy and the oil and gas industry. The project goal is to implement a totally paperless electronic workflow system for regulatory permitting and reporting through the use of Internet-based technologies, relational databases, and document imaging and workflow software. ECAP's initial pilot project converted the filing, review and approval of a well's drilling permit application (Form W-1) to a completely electronic process. The first phase of the ECAP pilot project was implemented in May was made available by signing on to the Railroad Commission Web Site at www.rrc.state.tx.us. The ECAP project was fully explained and demonstrated at each seminar.

The seminar program also included information and demonstrations of other helpful electronic information resources available over the Internet. These included the Railroad Commission's Production Query System (ACTI), Hearings Files Index Query System, the Commission's Web Site, and the PTTC Web Site.
