Capacity-Building Program for Assistant Energy Experts from EMRA (Turkey)

At the end of August 2004 the CEE team (then known as UH IELE) welcomed a group of 17 Assistant Energy Experts from the Energy Market Regulatory Authority (EMRA) of Turkey. The group will be in the U.S. for a three-month long training program on energy economics, policy and regulation, and investment across the energy value chains. This program, designed by request of EMRA, features in-class training, classes at the University of Houston and special lectures organized for the group with involvement of energy industry professionals from various organizations, companies and regulatory agencies. In addition to classes and lectures, the group will visit regulators and industry in their facilities.The following are the components of the program which already took place during the group's visit to the U.S.:
  • "New Era in Oil, Gas & Power Value Creation" -- a one-week version of the CEE's annual capacity-building program
  • Special lecture on Energy, Economy and Environment
  • Special lecture on Electricity Restructuring in Texas
  • Special lecture on North American Energy Markets
  • Special lecture on Pipeline Operations and Regulation in North America
  • Special lecture on Oil & Gas Field and Refinery Process Equipment
  • Special Lecture on International Arbitration
  • Special Lecture on Fundamentals of Gas Distribution Business
  • Special Lecture on Asset Optimization in the Energy Industry
  • Special lecture on Energy trading and marketing
  • Special lecture on Geopolitics of oil and gas in the Caspian
The group also visited:
  • The Electric Reliability Council of Texas, Inc. (ERCOT)
  • Texas Railroad Commission
  • Public Utility Commission of Texas
  • Offices of El Paso Pipeline Company
  • Reliant Energy's Channelview Cogeneration Plant
  • Magic Earth 3-D Visualization Lab
  • Wiess Energy Hall at the Museum of Natural Sciences
  • Offices of CenterPoint Energy
They attended the following events:
  • Luncheon of the Gulf Coast Power Association (GCPA) in Houston, featuring guest speaker Tom Schrader (Chief Executive Officer of ERCOT)
  • GCPA Conference on Texas Electricity Market (Austin, TX)
  • First Annual International Project Development Conference, State Bar of Texas International Law Section

In October, the group traveled to Washington, D.C. to attend an open meeting of the Federal Energy Regulatory Commission (FERC) on October 27. During the week, the group also met the representatives of FERC, the Office of Pipeline Safety at the U.S. Department of Transportation, the World Bank, the U.S. Department of Energy, National Association of Regulatory Utility Commissioners (NARUC), and U.S. Agency for International Development.

EMRA group also attended the 116-th Annual Convention of National Association of Regulatory Utility Commissioners (NARUC) which was held on November 14-17 in Nashville, TN.

On December 3 EMRA's assistant energy experts have completed their extended training program with the CEE. The experts made their final New Era presentations and were awarded certificates of completion.
